The Opportunity

Payroll tax is a promise. Every pay period, hundreds of thousands of small business employers and their accountants trust QuickBooks Online Payroll to calculate, withhold, pay, and file their taxes correctly, on time, with zero errors. When we get it wrong, the consequences are real: penalties, eroded trust, and harm to the businesses that rely on us.

We are looking for a Group Product Manager who starts from the customer and works backwards, and who believes that 99% accurate is not good enough. This leader will own the payroll tax product portfolio, covering tax calculations, automated payments, and tax filings, as well as the expert tools that power Intuit's managed payroll service. Their mandate is to define a bold vision for what error-free, AI-powered payroll tax compliance looks like, and to drive the organization to deliver against it, one edge case at a time.

This role requires both lenses simultaneously: an uncompromising insistence on the highest quality bar across every compliance scenario, and the strategic clarity to build the roadmap for what payroll tax excellence looks like tomorrow. Above all, it requires a leader who stays deeply connected to what employers and accountants need, and galvanizes their team around delivering it.


Responsibilities

Portfolio Scope

1. Payroll Tax Calculations, Payments, and Filings

  • Tax setup: Own the end-to-end experience for employers setting up their payroll taxes, including automated tax enrollment, state tax registration partnerships, and AI-powered tax guidance

  • Automated tax payments: Own the strategy and execution for automated tax withholding and remittance, payment timing and compliance, and exception handling when payments fail

  • Tax filings: Own quarterly and annual filing quality, tax filing accuracy and post-filing resolution workflows, year-end forms, Canadian filings, and improving the efficiency of tax operations workflows

  • Multi-jurisdictional compliance: Translate federal, state, and local regulatory changes into product across all supported US and Canadian jurisdictions, with speed and precision

2. Expert Tools for Payroll Tax Operations

  • Own the product tools used by Intuit's payroll tax experts, including systems that enable experts to monitor compliance, intervene on exceptions, and resolve issues at scale

  • Drive automation of high-volume expert tasks: notice resolution workflows, amendment processing, exception triage, and audit documentation

  • Own the managed payroll hub used in Intuit's expert-assisted payroll service: communication tools, document exchange, approval workflows, and scheduling features

  • Partner with the expert platform team to scale the number of customers each expert can serve through better tooling and AI-assisted workflows

How You Will Lead

Start with the Customer

  • Stay close to employers and accountants: understand their language, their workflows, their pain points, and what they cannot afford to get wrong

  • Translate the accountant's perspective, including how payroll tax flows through their clients' books, what reporting they rely on, and what compliance failures cost them, into product requirements that engineering and design can execute against

  • Champion customer obsession within the team: insist that every product decision is grounded in a real customer problem, not internal convenience

  • Build feedback loops with customers, accountants, and tax operations teams so that quality signals surface quickly rather than going undetected

Lead with a Clear Vision

  • Define what zero payroll tax errors looks like in practice: the metrics, the quality standards, and the bar for what ships

  • Build a compelling, multi-quarter roadmap across payroll tax calculations, payments, filings, and expert tools, sequenced for maximum compliance coverage and customer impact

  • Articulate the strategy for AI and compliance innovation clearly enough that engineering, design, and senior leadership can commit to it

  • Align your team and cross-functional partners around a shared picture of success, and reinforce it consistently as priorities and circumstances shift

Chase Every Edge Case

  • Personally drive accountability for system quality: audit error logs, exception reports, and support data to surface and close gaps

  • Work with engineering to build the right test infrastructure, exception monitoring, and incident response practices

  • Own post-incident reviews with transparency and accountability, focused on root cause and fix rather than attribution

  • Push the team to go deeper than the obvious cases, covering every exemption, jurisdiction quirk, tax type edge case, and timing scenario

Build a High-Performance Team

  • Lead and develop a team of Staff, Senior, and mid-level Product Managers across the payroll tax and expert tools portfolio

  • Hold a high bar for PM craft: insist on customer-grounded strategies, rigorous metrics, and clear ownership

  • Build a culture where PMs are accountable for outcomes and where quality problems surface quickly

  • Invest in coaching and development: know each PM's career aspirations and actively create stretch opportunities

Drive Winning Results Across the Organization

  • Serve as the primary PM interface for engineering, design, tax operations, legal, finance, and go-to-market teams across the payroll tax portfolio

  • Represent the payroll tax roadmap and incident posture to VP and Director leadership with clear narrative and consistent accountability

  • Partner with GTM and Customer Success to communicate product changes clearly to accountants and high-value employer customers

  • Allocate the team's time and attention to what matters most, and be explicit about what is out of scope


Qualifications

What You Bring

Required

  • 8 or more years of product management experience, including at least 3 years leading a team of product managers

  • Deep domain knowledge in payroll tax: multi-state calculations, withholding rules, quarterly and annual filings, tax payments, and employer compliance obligations

  • Proven track record of driving quality improvement in a regulated, compliance-critical product, with experience tracking down errors and edge cases rather than just shipping roadmap features

  • Strong cross-functional influence: experience leading without authority across engineering, operations, legal, and finance stakeholders

  • Data-driven decision-making: you define metrics before you ship, monitor them after, and use them to move quickly when things go wrong

  • Clear, compelling communication at senior leadership level: you make complex compliance tradeoffs simple and earn confidence in your plan

Strongly Preferred

  • Accounting background or fluency in how payroll tax flows through the general ledger, including journal entries, fund movement timing, liability accruals, and remittance reconciliation

  • Experience working with or for accountants and finance professionals: you understand what matters to them in terms of reporting, timing, and audit readiness

  • Experience building AI-powered compliance or operations automation products in a production environment

  • Domain experience at an HCM platform, payroll provider, or payroll tax compliance software company

  • Experience driving a cultural shift within a product team: raising quality expectations, rebuilding cross-functional trust, or moving a team from reactive to proactive
